Five years ago, state chief minister Naveen Patnaik dreamed of making the state capital Bhubaneswar a smart city. Hundreds of commercial malls, smooth roads, glowing footpaths, smart toilets, and hundreds of foundations of systematic sewers were auspicious. Residents of the capital had many dreams. As a developed city on the map of India, crores of rupees from various government funds (BMCs and BDAs) have been organized through Rahagiri for the purpose of transparent survey criteria.

But today, five years later, the work is still underway, said Rashmi Mohapatra, a Congress MLA from Ekam and a former Bhubaneswar District Congress executive president. That, too, is halfway there today. Residents of the capital are in dire straits. The drains are buried in rubbish as various drains are open. Ms. Mohapatra complained that the government had no intention of completing all these projects before the monsoon.

The name of the smart city is only on the nameplate. Crime is on the rise every day due to the lack of lighting on various lanes, canals and dams. Padmakar Guru, a former PCC spokesperson, said various crimes were being committed against women, such as assault, rape and murder. Day by day, BMC's holding tax has been repeatedly imposed on residents of the capital. Now the government is planning to introduce a new tax cleaning tax. Bhubaneswar District Congress president Biswajit Das has warned that the Bhubaneswar district Congress will not remain silent in the coming days if the tax is not repealed immediately.
