The central government pays for infrastructure, drinking water, rice paddies, ropes and round-trip expenses, while crores of rupees are owed to various RMCs, faxes and lamps. The state government is harvesting up to 10 kg of paddy in the cotton field at FQ. Farmers are being denied the minimum support price announced by the central government. Millions of farmers in Odisha have been left out of the farmers' honor fund due to non-cooperation by the state government. Under the Krishak Samman Nidhi Yojana, the state government has disbursed the list of 4 million farmers in the first installment, but now it has dropped to 10 lakh.
