Bhubaneswar, The House Committee of the Andhra Pradesh Legislative Council has visited Odisha to develop the language and culture of Telugu-speaking people living in Odisha. The seven-member delegation, led by Legislative Council President Mohammad Ahmed Sharif, held detailed discussions with Schools and Mass Education Minister Sameer Ranjan Das and departmental officials in the new conference room. On the Andhra Pradesh-Odisha border, 80 lakh Telugu-speaking people live in Malkangiri, Koraput, Rayagada, Ganjam and Gajapati districts, and their committee members are not getting enough Telugu textbooks.

A total of 14,150 Telugu textbooks are required from class I to VIII in 2019-20, while 13105 textbooks are required to be distributed in 2020-20, while 11,441 textbooks are not available in 2020-21, while 12,450 textbooks are required to be distributed in the academic year 2021-22. Satyabrata Sahu, Secretary, Schools and Mass Education, said that special attention is being paid to improving the educational skills of Telugu students, the provision of textbooks and the appointment of Telugu teachers in a timely manner.

With 139 Telugu education assistants working, 178 Telugu-speaking teachers are teaching in 41 Telugu medium schools, B.Ed. It was also informed at the meeting that 20 seats at the level and 50 seats at the Teacher Certificate Course level were reserved for Telugu speakers. Similarly, Mass Education Minister Sameer Ranjan Das on the educational and cultural development of Oriya speakers in Vijayanagaram Srikakulam and Vishakhapatnam districts of Andhra Pradesh.

Drew the attention of the committee. With 4,000 students studying in 120 schools in the above districts, the Odisha government has recruited 130 teachers to teach the Oriya language through the Utkal Sammilani.

Cuttack, 7 th edition of annual fest Orion 2021 of Sri Sri University was inaugurated on the 29th of January. Bhubaneswar,The Bar Council of India is a statutory body created by the Parliament under the Advocates' Act, 1961 to discharge the functions of regulating and promoting Legal Education and Legal Profession in the country. The Bar Council of India through its Trust namely “B. C. I. Trust for Promotion of Education (Legal & Professional) and Reforms in Law and For Improvement of Research and Social Training”, has taken the initiative to establish the “Indian Institute of Law (IIL), a Model Institute of Law Teachers' Academy, Continuous Legal Education and Research. The academy would primarily be for the teachers of Law.

The IIL would work in collaboration with Kalinga Institute of Industrial Technology (KIIT), the famous Deemed University at Bhubaneswar in the State of Odisha. Till date, there is no Training Institute in Law to cater to the needs for skill development of the Law Teachers and the Advocates. In the Indian Institute of Law (IIL), the young teachers of Law Schools of India and Advocates would enhance their expertise and professional skill and acumen.

B.C.I. TRUST had earlier established the iconic institution for Legal Education namely, National Law School of India University (NLSIU) at Bangalore in the year 1986, which continues to be the model Law University of the country. This will be the first of its kind in the entire country. Such Institution was long contemplated by the Bar Council of India and its Trust. But the idea of B.C.I. could not be materialized earlier due to one or other reason.

The Bar Council of India and its Trust finally contacted Dr. Achyuta Samanta, Hon’ble Member of Parliament (Lok Sabha), a great visionary, Academician and Founder of KIIT & KISS, Deemed Universities and after visiting both the campuses of KIIT and KISS, members of the Bar Council of India decided and resolved to establish the Indian Institute of Law (IIL) at Bhubaneswar, Odisha in collaboration with and support of KIIT University. B.C.I. Trust has entered into an MoU with KIIT and accordingly KIIT has provided requisite land at the prime location of Bhubaneswar (Patia). 

This apart, the KIIT will also bear 40% of the cost of the infrastructure of the proposed campus of 1.5 lakh sq. feet area. There is no doubt that the establishment of IIL will have far reaching ramifications in the field of legal education by reinforcing the position of the State of Odisha and India in the map of global education. It would be a great achievement and pride for Odisha in particular and the Country in general.

Indian Institute of Law will administer and run various programmes for Continuing Legal Education, professional skill development programmes, refresher courses, and learning courses for Alternative Dispute resolution methods viz. Mediation and Conciliation. Under various centers of learning; it shall undertake research in all aspects of law, justice and social development. It shall publish case books, periodicals, digests, magazines, newspapers etc. (both in hard copy and soft copy through online and offline means) on various law subjects for Lawyers undergoing legal training and Legal education for the purpose of Continuous Legal Education. The Institute shall organize and conduct seminars, symposiums, Training programs for Advocates, Academicians and Judges.

It shall collaborate with National Law Schools, other good Universities, Professional Bodies, The Judiciary, Government Departments and NGOs from within and outside India, and with different Bar Associations, State Bar Councils and Institutions of Eminence in India and abroad or other organizations connected with legal work for advancement of its objects.

The IIL shall have the following units at the initial stage :

(i) Academic Staff College (ASC)

(ii) School of Continuing Education (SCE)

(iii) IIL Training Centre (IIL-TC)

(iv) Center for Legal Aid (CLA)

(v) Bridge courses for Foreign Degree-holders.

The IIL will constitute General Council, Executive Council and Academic Council and will have adequate representation from the Higher Judiciary, Government, Ministry of Education, UGC, Academicians, Senior Members of the Bar, the Chief Justice of Odisha etc. Bar Council of India shall be carrying out all the programmes of the Institute on its own for the initial 3 years. After that, some National Law Universities/other Institutions with good infrastructures will also be allowed to impart the courses on the pattern of IIL.

We have resolved to actively involve and take the aid, assistance and guidance of Hon’ble sitting and former Judges of the Supreme Court and High Courts, Renowned Jurists and reputed Senior Advocates, eminent leaders of the Bar and persons of eminence besides noted Law teachers of NLUs and other renowned and academicians. They will be the Full time Teachers, guides and/or Honorary guest teachers.

This apart, B.C.I. Trust shall also invite noted Law Deans, Judges and Members of Bar from countries across the world for the aforementioned programmes. All the above noted Legal giants shall share their pearls of wisdom and experience which will not only benefit the law teachers and law practitioners, but also provide them with a wonderful opportunity and platform to interact and learn from legal luminaries from India and abroad.

We believe this Indian Institute of Law shall be a landmark in the history of legal education and legal profession which will greatly aid in the dispensation of law and justice. We are grateful to Dr. Achyuta Samanta ji, the distinguished educationist, philanthropist and founder of KIIT and KISS Deemed to be Universities, who has accepted our proposal and has provided through his Trust such a valuable piece of land at Bhubaneswar for the establishment of this Novel Institution. Indeed, the coming generations of Lawyers would be indebted to Dr. Samanta.

Yes, Dr. Samanta is really a messiah for the poor tribals and education seekers. We all know, Dr. Samanta, the founder of two world class Universities, Medical, Engineering, Management, Nursing, Law, Arts and several other big Institutes provides free boarding, lodging and fooding to about 35000 tribal students everyday apart from providing them free education, right from Class I till Post Graduation. We have not seen or heard of such a great man ever in the world, who does such enormous charity so unassumingly.

He is a man who remained unmarried and does not possess a single piece of land or property in his name. Whatever he has, is for the society and for the poor, destitute, deprived and helpless people and with the primary aim of educating them and providing them with skill training and making them self sufficient to stand on their own feet, he was able to establish two world class Universities under his leadership. This he could be able to achieve by dedication, devotion, vision, relentless perseverance and with the blessings of Lord Jagannath. 

It is due to this, that the Bar Council of India has unanimously decided to dedicate to him the establishment of Indian Institute of Law at Bhubaneswar, Odisha for bringing forth marvelous achievement and excellence in the field of Law-Teaching. Bhubaneswar, Schools and Mass Education Minister Shri Sameer Ranjan Das inaugurated the Odisha Teachers Education Dash Board in the conference room of the State Directorate of Education, urging teachers to be sensitive to children. Bhubaneswar, As the importance of the Oriya language in the field of education and research is increasing, it has been decided to prepare an excellent English-Oriya dictionary. The proposal from the Canadian Institute of Cancer has been approved by the Executive Committee of the Institute for Oriya Studies and Research. Since most of the English dictionaries now available are less than two decades old and many new English words have already arrived, a new English-Oriya dictionary will be developed in view of the widespread use of these.

As Oriyas have started using new English words in line with the world, many of the written and spoken common English words used in Odisha are not easily available. As the national education policy encourages the mother tongue and provides the opportunity to write nationally higher education and various competitive examinations through Oriya, a refined and accurate English Oriya dictionary is needed, said the president and former ambassador of the institute.

The fund, which will be made up of more than a million words, will be funded by members for the first phase. The state government, various institutions and philanthropists and people of all languages ​​will be requested to pay the required funds. A memorandum of understanding with Kansas will be signed soon as the goal is to complete the work within a year. The Kiss Foundation has extended a helping hand to four helpless siblings of Sabarpur Muslim Sahib, Ward 15, Basudebpur Municipality, Bhadrak District, Bhubaneswar. Sabarpur Muslim Sahir Kamaluddin was supporting his family by repairing bicycles in a makeshift shop on the side of the road due to extreme poverty. Kamaluddy's wife died of a heart attack two years ago. Kamaluddin also died of a heart attack in the last few days.

Bhubaneswar: 10 young authors received PEN IN BOOKS Young Author Award 2020 in a special event at Hotel Park Premium here in the city. Organised by leading publishing house PEN IN BOOKS, the award event witnessed a huge gathering of authors, poets and intellectuals. 

While senior Poet, Gandhian & Sarvodaya activist Sri Sailaja Rabi joined as chief guest, Sahitya Akademi award winner celebrated author Dr Gourahari Das joined as Chief speaker. Founder and former chancellor of Kalinga University Dr Badrinath Patnaik also graced the occasion as a guest of honour. Noted author and director of the publishing firm Subhransu Panda had presided over the award ceremony. 

The PEN IN BOOKS Young Author Award is instituted in 2017 to encourage and introduce young and promising writers to the wide fraternity of readers.

These awarded manuscripts will be published in book forms soon, said Mr Panda.

After the award ceremony a poetry recitation session was conducted by celebrated satire poet Kulangar and participated by poets like Girish Ranjan, Sarbagila, Artatran Mishra, Subhra Sucharita, Hadibandhu Mahakhuda and Bighneswar.

Bhubaneswar: The High Court's verdict in the school fee case (WPC 11299/2020) was announced today in the wake of the long-awaited epidemic. The inaugural ceremony highlighted the greatness of Indian art and artists. It is a source of inspiration, especially for the art architects of the Odisha temple. Mr. Bedla opined that such a move by the Eastern Foundation at this critical juncture was commendable.

Twenty-one artists from across the country took part in the art camp to welcome 20 to 21. Among them are Panchanan Samal from Bhubaneswar, Shri Nikunj Bihari Das from Balasore, Aryapragya Basabadatta, Devdatta Sahu, Kishore Chandra Nayak, Manas Das from Kendujhar, Arun Chandra Burman from Baleshwar, Anupama from Chhattisgarh.

Dey, Dr Nirja Chandana Peters and Sudhakar Sethi from Delhi, Dr Shalini Singh and Dr Saheb Pasha from Karnataka, Kaminikant Swayam from Jharkhand, Lakbinder Singh from Chandigarh, Mansi Sagar from Maharashtra, Praloy Kundu and Raghunath from Madhya Pradesh. "She is OK.

Mr. Pradeep Kishore Das, President of the Eastern Foundation, was present at the inaugural function and spoke about the purpose of the camp and welcomed all the participating artists and wished a prosperous New Year to all. The program was overseen by Manoj, editor of the Eastern Foundation. On this occasion, e. FAC executive members Dillip Malik, Narsingh Charan Ojha, Keshab Bati, Yathish Kasargarh and Tikam Khandpa were present and carried out the transformation work. The online art camp will run from January 6 to January 11. The artists at the camp wished a happy New Year to everyone through their paintings.

Bhubaneswar, Speed up ground level activities and programme implementation in the post-unlocking scenario directed Chief Secretary Sri Suresh Chandra Mohapatra to all departments in a high level discussion held digitally from Lokseba Bhawan last evening. Sri Mohapatra said, “Now that we are opening up many normal livelihood activities, schools, colleges and hostels; we have to be more focused on expeditious implementation of the projects amidst the covid restrictions. 

We have also to get ready for vaccination”. However, Sri Mohapatra cautioned the departments to follow the covid protocols and SOPs strictly without any compromise. Health & Family Welfare department was asked to conduct frequent health checkups in educational institutions and hostels as a preventive against any possible large breakout of the pandemic. The head of the educational institutions were asked to be in constant touch with local health workers and doctors and report them any suspect case immediately. 

Additional Chief Secretary Health and Family Welfare Sri Pradeepta Kumar Mohapatra assured that the health personnel would visit the educational institutions regularly for health check up. Further, Chief Secretary Sri Mohapatra advised the senior officers to start district visits and resolve the field level implementation issues as and when they emerge. He emphasized on timely completion of the pipe drinking water supply projects, construction of pucca houses under rural housing scheme, connecting bridges and culverts, rural roads, heritage projects at Puri and Lingaraj temples, new world class campus of SCB medical college, Cuttack city beautification project, village roads, lift irrigation projects and micro-composting projects in urban areas etc.

Quick grounding of the investment projects, added Sri Mohapatra, “needs interdepartmental coordination at field level which should be ensured seamlessly”. It may be pertinent here to mention that at present the projects envisaging investment of around Rs.2.5 lakh cr are under different stages of implementation in the State. About 6 lakh rural housing units and 700 bridges are under construction in all 30 districts. Target has been set to create 23 cr man-days under MGNREGA for providing wage employment to various types of labors.

Emphasizing upon quick and transparent delivery of services as per 5T principles, Chief Secretary said that “many charted services under 5T have been made online. Departments should focus on rolling out remaining services within the stipulated time”. All weather connectivity to all villages/hamlets, internet connectivity to GP level, loans to WSHGs and priority sector lending were also brought to active agenda by Sri Mohapatra.

Development Commissioner Sri Pardeep Kumar Jena advised to speed up expenditure of budgeted money in coming three months. He also advised the departments to clear up the back logs. Principal Secretary Finance Sri Ashok Kumar Meena asked the departments to give their budget inputs in two weeks to Finance Department. Additional Chief Secretary and Agriculture Production Commissioner Sri Raj Kumar Sharma focused on extensive integrated farming. 

Sri Sharma said,” Integrated farming while maximizing the land use will increase productivity in agri allied sector and will substantially add to farmer’s income”. Secretary Skill Development and Technical Education Sri Sanjay Kumar Singh appraised that all Government ITIs have been reopened from 28 th December and there had been no problem with regard to covid. 

Technical institutions and polytechnics will be opened as per the unlocking schedule. Additional Chief Secretary Forest and Environment Dr Mona Sharma, Additional Chief Secretary Home Sri Sanjeeb Chopra along with Principal Secretaries, Secretaries and Special Secretaries of all departments participated in the discussions.

Bhubaneswar, Senior journalist and columnist Basant Das's door on the occasion of his one-on-one birthday. The book "Political History of Modern Odisha" was officially unveiled at noon today by Soumya Ranjan Patnaik, a prominent intellectual, news editor and MLA in a beautiful atmosphere in the auditorium of the Buddha Temple.

At the inaugural function, which was organized by the Pujya Pranam Trust, the chief guest, Mr. Patnaik, said that Basant Babu, who is entering his eighties today, has given a book to countless students, youth, researchers, critics and politicians interested in Odisha politics. He said the book was a blazing document of the evolution of Odisha politics.

Dr. Bhagwan Prakash, a distinguished guest, said that by the grace of God, Basanta Babu was sharpening his writing at the age of 81. Sanjeev Chandra Hota, a senior former administrator, said it was as hard to reveal the truth as it was to accept the truth. But it has been 50 years since Basanta Babu never hesitated to reveal the truth. Provincial Congress Committee President Niranjan Patnaik, one of the guests, Dr. Bimalendu Mohanty, a relative of Basant Babu, gave a comparative account of Basant Babu's journalism and literary biography.

Bhubaneswar, The state government is set to reopen the school on August 7 due to a curfew. So only students in 10th and 12th grades will go to study. For the annual examinations conducted by the Board of Secondary Education and the Council for Higher Education, the 10th and 12th grade children are to be prepared for their participation in the all-India competitive examinations held at various times.

That is why the Department of Schools and Mass Education has decided not to open educational institutions. The Board of Secondary Education will be conducting examinations for Class X students from January 6 to April 26 and the Class XII students for examinations for the Council of Higher Education will be held from January 6 to April 24. The practical exams for the 10th grade children will be held from April 28 to May 2 and for the twelfth grade students from April 28 to May 16.

The Class X board exams will be held from May 3 to May 15 and the Class XII exams will be held from May 15 to June 11. According to the above schedule, each student will have 100 days of lessons, including Saturday and Sunday. A comprehensive guide has been issued for reading. According to the guidelines, government-aided and private educational institutions will be opened.

In addition, the guidelines issued by the Department of Health and Family Welfare and the Special Relief Commissioner will be mandatory. Educational institutions in the state have been closed since last March due to the Covid epidemic. The Department of Schools and Mass Education has arranged online teaching for students through various means.

Bhubaneswar : Children can express themselves freely in a fearless atmosphere and it is necessary to create such atmosphere for them to prevent child sexual abuse. It is also necessary to incorporate life skill education in the school curriculum and counselling in family level to increase awareness was said by the expert joined in the dissemination workshop on child sexual abuse and online safety. 

The study was done in the Khordha district. People’s Cultural Centre (PECUC), a leading voluntary organisation of Odisha in collaboration with Adoptionscentrum organised this workshop on Child Sexual Abuse and Online Safety on virtual platform. More than 70 participants joined in this workshop. Dr. Minakhi Panda, Chairperson PECUC presided over the workshop and Ms. Anuradha Mohanty, 

Executive Director of PECUC gave the welcome address and shared the purpose. She also gave a brief introduction about the study which was done lockdown period. Ms. Ruby Rout, Country Director of Adoptionscenturm presented the finding of the report. She said not only girls but boys are also sexually abused and the problem is the children can’t express it freely to parents and guardians. 

The problem increased during the time of lockdown due to the increased involvement of children in the online. For this awareness is necessary and also essential to create a fear free environment for children. Joining as panellist Smt. Amita Pattnaik, Joint Director, OSEPA said that more children are studying through online. So the teachers should interact frequently with the children and they should bridge the gap and should try to raise their confidence so that the children can discuss their problem with them. Mr. Pritikant Panda, Program Manager, SCPS, Odisha discussed about the different facilities available in districts for the children. 

He encouraged the children to be brave and to use internet safely by taking all the online safety measures. Smt. Madhumita Das, Consultant, W&CD Dept. Govt. of Odisha discussed about the POCSO act and also stressed importance on life skill education in School. She also said awareness begins from home and the parents should be conscious about it. 

Mrs. Biswsewari Mohanty, Senior Advocate discussed in details about various legal aids and laws that are available for protection of children. Parents should build a healthy relationship with their children so that children can express themselves freely was stressed in this workshop.
