During the dry season, only 3 or more 1.5 lakh hectares of land are irrigated. The average annual rainfall in the state is 1,500 mm. And the flow of water is 75 billion cubic meters. This means that 18 to 20% of the water is collected and 42% of all blackwater flows into the sea. The government itself has acknowledged this fact.

How long will the Kanpur project, which started on the Baitarani River, receive irrigation power? How many lands have been irrigated on Kharip, Rabi and Kharadin so far? That is, how much of the state land has been harvested?

Due to the government's negligence, the irrigation capacity of the Medium Irrigation Projects built by the former Congress government has been greatly reduced. Even after promising four times for the much-hyped Vritang Irrigation Project in Nayagarh, the work has yet to be done. The promise of a water-stopping system by building six small anicuts on the river. Where did it go? What is the status of the river connection system at the bottom? So far, out of a total of 204 projects of 12 mega irrigation projects in Kalahandi, not a single one has been involved in the water distribution process. In 2005, it was announced that at least 316 blocks in the state would be provided with 358 water bottles of kharif gems.

So far, 18 blocks have not received 3% water. In districts like Kabarangpur, Balangir, Kalahandi, Kandhamal and Mayurbhanj, there is still no irrigation system for 30% of the land. Five blocks in Nuapadha are still without 1% irrigation facilities. A check for Rs 4,000 crore has so far been spent on the check dams launched in 2010-11 under the Chief Minister's Adibandha Yojana, but only 400 hectares of land has not been flooded during the rainy season. Where did the creek irrigation system go in the coastal areas? The irrigation system in the state has completely collapsed due to the inability of 18,000 irrigation points. Mr. Kanungo called on the Chief Minister to answer all these questions.

Congress spokesperson Manoj Mohapatra provided a comparative picture of the state with the development of irrigation in the neighboring states of Odisha, Chhattisgarh, Telangana and Andhra Pradesh. He said the state of irrigation in Odisha was very poor compared to neighboring states and the state government had not paid any attention to the irrigation system in the state for the past 20 years. Congress leader Shri Manoranjan Das strongly criticized the state government's attitude towards irrigation or paternalism and said that the lack of irrigation system in both areas is having a profound effect on both agriculture and farmers in Odisha.
