State Level Civil Society Organizations’ Consultation on Prevention of Child Sexual Abuse and Exploitation

Bhubaneswar, A State level Civil Society Organizations’ Consultation on Prevention of Child Sexual Abuse and Exploitation was organized by People Cultural Centre (PECUC) in collaboration with National Action Coordination Group for Ending Violence Against Children (NACG EVAC) India, the country level civil society forum of South Asia Initiative to end Violence Against Children, an Apex body of SAARC, World Vision ,BMZ and OLS . 

Addressing the consultation  as Chief Guest in concluding session Ms.Sandhyabati Pradhan, Chairperson, OSCPCR, expressed  her concern regarding rise of child abuse cases in India and focused on how to mitigate those cases are very critical on our part. She gave importance on the moral responsibility of all duty bearers  and service providers including govt., civil society organisations ,school authorities and private sector to be vigilant for reporting of cases   and creating awareness.

Shri Dharanidhar Nanda, OAS, Joint Secretary, Department of W&CD and Mission Shakti, Govt. of Odisha told that we have institutions and mechanism at different levels ,which need to be more and more active and  functional.  It is the moral responsibility of everyone to proactively deal the case and give justice he added .Dr. Abhay Kumar Mallick, Deputy Director, Elementary Education. Govt. of Odisha has emphasized on reducing child sexual abuse and bringing awareness at  school level. 

He also gave importance on safeguarding the children in school, family and society. He elaborates “Child is the most important resource of the world and it is the moral responsibility of everyone to give protection, safety, security and education to the child, so that child can live with dignity without fear and helplessness.

Mr. Harihar Nayak, Former Member, OSCPCR has empathized on the awareness building on the CSA & Laws among the service providers. Because, the provisions of POCSO Act. should not be mis-interpreted.  Shri Prakash Ku. Rath, State Convenor, NACG, Odisha gave welcome address.Anuradha Mohanty, Executive director, PECUC shared the proceedings and recommendations with the guests. Formally, Vote of Thanks was rendered by Dr. Anangdev Singh, Technical Expert, World Vision India.

In the morning session .the Consultation was inaugurated by Dr. Rinchen Chophel, Director General SAIEVAC on virtual platform  and Mr. Thangaperumal Popandi, Country Manager, India, TdH NL Mr. Mikhael Kumar Pradhan, Head Advocacy, World Vision India from Delhi, Mr. Sanjay Gupta, Vice-Chairperson, NACG EVAC India from Delhi, Mr. Sanjay Mishra, Treasurer, NACG India from Ranchi, Mr. Manabendra Mandal, NACG India Executive committee members from different States joined inaugural session.

Mr. Ranjan Kumar Mohanty, Chairperson, NACG EVAC India, presided over the Consultation. Amongst others many experts spokes on different sessions.

Mrs. Kasturi Mohapatra, Former Chairperson  showed her concern with regard to increased in Child Sexual Abuse during COVID Pandemic and lockdown situation.She told that 53%of children in India face some form of child sexual abuse. According to the National Crime Records Bureau, the cases of rape and murder of children is increasing every year.

The growing complexities of life and changing social & economic conditions have exposed the children to new and different forms of abuse. Independent consultant Rajan Mohanty, Program Coordinator Dharmanand Sundaray ,Dr.Mitali Mohanty facilitated sessions and give presentations on different related issues An Website of NACG EVAC India was also inaugurated by Dr. Rinchen Chophel, Director General, South Asia Initiatives to End Violence Against Children (SAIEVAC) on this occasion.

Orion 2021, the first college fest of Odisha and second in the Nation goes digital, on 29th January

Cuttack, 7 th edition of annual fest Orion 2021 of Sri Sri University was inaugurated on the 29th of January. The inaugural ceremony of Orion 2021 was graced by Shri Jyoti Prakash Panigrahi, Hon’ble Minister of Tourism, Odia Language, Literature and Culture of Odisha as the Chief Guest and Ms Anu Chaudhary, film actress of Ollywood as Guest of Honour, President Sri Sri University Mrs Rajita Kulkarni, Director Operations Shri Narendra Lamba, Vice-Chancellor Dr. Ajay Kumar, Singh, Dr B.R.Sharma Executive Registrar and Directorate Student Affairs Captain(IN) Chandra Shekhar Panda, were among the other dignities present.
 
The ceremony portrayed the values and ethics of Sri Sri University and the Motto of Orion, “the best of East and the best of West”. The inauguration ceremony commenced with Guru Pooja performed by Shri Narendra Lamba followed by Saraswati Vandana.
 
Captain(IN) Chandrasekhar Panda addressed the audience and welcomed all to the fest. The Guest of Honour, Ms. Anu Chaudhary addressed the gathering by giving emphasise on retention of Indian Culture and traditions while adopting modern culture. she also stressed on the preservation of nature and spread awareness among the young generation.
 
The chief guest, Shri Jyoti Prakash Panigrahi advised students on the implication of spirituality towrads creating scientific temperament and clarity on the thought process. Traveling around the world to preach Gandhi's words, Oriya son Silva Gandhi, who is famous all over the world

Bhubaneswar, On the occasion of Mahatma Gandhi's 73rd death anniversary, a special website 'Gandhi in Odisha 100 Years' was launched by Gandhi's Silver Slave in a special function. The event was inaugurated by Ashok Chandra Panda, Minister of State for Information, Technology and Differential Empowerment. March 23 marks the 100th anniversary of Gandhiji's visit to Odisha. Gandhi's ideology will reach home on the occasion of Gandhi's 100th birthday.

Silver Gandhi travels around the world and continues to fight for Gandhi's message of non-violence. For this, Silver Gandhi has sought the cooperation of the state government and the central government. A Bollywood film called "Silver Gandhi" has already been screened.

It is learned that Mohan, popularly known as Silver Gandhi in Odisha, has long been inspired by the ideology of Mahatma Gandhi, the father of the nation in Odisha.

Earlier, he had traveled to Delhi and was rewarded by the President. Since then, he has won 21 international awards for the Silver Gandhi film, which is a matter of pride and glory for the people of Odisha.

Shraddha Divas of Mahatma Gandhi, the father of the nation, is celebrated in the Assembly constituency

Bhubaneswar, the 73rd anniversary of Mahatma Gandhi, the father of the nation, a symbol of truth, peace and non-violence, has been observed in the Assembly premises with the support of the Information and Public Relations Department. On the occasion, a wreath was laid at Gandhi's statue in the Assembly and a tribute was paid to him. Governor Prof Ganesh Lal graced the occasion as the Chief Guest and paid his respects to the Chief Guest. Suryanarayana Patra, Minister for Water Resources, Information and Public Relations, Shri Raghunandan Das, Deputy Chief Whip of the Government Party, Rohit Pujari were present.

Among others, Sanjay Kumar Singh, Secretary, Information and Public Relations, and Dr. K.S. Sudhyashu Sadangi, Assembly Secretary Dashrathi Shatapathi, Information and Public Relations Director Kripasindhu Mishra, Technical Director Niranjan Sethi and former MLA Ajay Jena were present on the occasion.

On the 5th day, the Adivasi Mela Sabai grass is amazing

Bhubaneswar, In the tribal-dominated Mayurbhanj district of Bhubaneswar, sabai grass is one of the main sources of livelihood. Everyone has an idea about the extensive use of sabai grass in the manufacture of paper and rope. But this year's Adivasi Mela at the Rajdhani Adivasi Exhibition Grounds has given a shining example of how high-quality and attractive handicrafts can be made from Sabai grass. Handicrafts made of sabai grass by women from various self-help groups are on display in some of the pavilions of the fair.

The audience's interest is growing as these items are made in a very perfect and attractive style. Among the items made from sabai grass are flowers, sacks, bags and various household items outside the state. Indigenous people cultivate sabai grass in their villages and bring it all and make various items. Not only is she exhibited and sold in the fairgrounds, but women in self-help groups can be seen sowing it with her own hands. Women in the Moradabad and Shuliapada blocks of Lodha, who used to live in extreme poverty and poverty, are now able to earn a lot of money by making various items made of sabai grass.

Some self-help groups have made flower aunts, dustbins, mats, shopping bags, bottles, bags, etc. on sabai grass. Indigenous women informed at the fair mandapa that Sindoor Farua, Pen Stand, Kanful, Mudi, File Cover etc. are being made of sabai grass. In 13 micro projects in Mayurbhanj district. Mamata Grahacharya, the female superintendent in charge, said the preparations were underway.

Mass fast in protest of central government persecution of agitating farmers in Delhi

Bhubaneswar: A farmers' agitation has been going on at the Delhi border since November 28 to demand the repeal of three central agricultural laws enacted by the central government. At the urging of the United Kisan Mortar, millions of tractors rallied around Delhi on Republic Day on the 26th, causing some unrest. It is alleged that the ambassador provided the information to Hussein. Based on this information, the BJP-ruled central government and the Uttar Pradesh state government have cracked down on farmers to quell the peasant movement. Even man’s minimum needs have removed the water and sanitation system.

More than five hundred activists of the Navnirman Krishak Sangathan, who have taken an active part in the movement, have traveled to Delhi for the past 15 days and returned to Bhubaneswar today. The incident, which took place on the 24th, is a conspiracy by the central government that the government is using its anarchy and individuals to convict the farmers and break the movement. In protest, the organization staged a mass rally today at the local Lower PMG.

Farmers from Odisha, led by National Coordinator Akshay Kumar, arrived in Delhi amid protests. Akshay Kumar, national coordinator of the organization, said the agitation would continue in a non-violent manner, with a strong condemnation of the police movement’s efforts to crack down on the peasant movement. "It is time for the farmers of Odisha to unite against both the central government's art laws and the arts," he said.

Today’s protest program included State Coordinator Nimai Roy, State Committee Member Shuvendu Mallick, Sangram Kishore, Jagatsinghpur District Coordinator Durga Prasad Swayam, Kendrapara Coordinator Akur Palai, Kripasindhu Das, Dashrathi Sahu, Debashis Das, Nityananda. Das, Laxmidhar Sahu chief was present and fasted at 3 pm.

Players to practice on international standard turf, not ordinary grass carpet: Sports Minister

Bhubaneswar, Minister for Sports, Youth Services, Electronics and Information Technology Shri Tusharkant Behera on the last day of his three-day marathon tour at Tangerpalli Block Ministadium, Sundergarh District Headquarters, Hemgiri Block Headquarters, Lefripada Block 9 Jayaram High School He looked around the field.

Minister Behera inspected the identified areas in all the blocks in the district and discussed the arrangements for the construction of the turf with senior officials of the district and the block. He discussed in detail the construction of turf, the construction of a changing room, gym, toilet, office, parking lot, and the construction of a pavilion for public sports festivals. There has been a lot of enthusiasm among the general public and government officials, starting with sportsmen in the district, about the construction of hockey turf.

During his visit, Minister Behera said that the Hon'ble Chief Minister's goal of bringing Sundargarh district to the international level would be achieved soon. With the construction of all 14 turfs to be built in the district soon, children will have a unique experience. At the same time, Minister Behera said he would never forget the love of the people of the district for hockey and the state government.

Minister Tusharkant Behera spent time in the company of children with IT diversity research

Bhubaneswar, Sports, Youth Services, Electronics and Information Technology Minister spent the second day of his visit to Sundergarh district spending time with hockey school students and children. Earlier in the day, Minister Behera visited the STPA Center in Rourkela and discussed with the IT infrastructure there, the necessary facilities, as well as how to expand the IT sector in the state and create more employment opportunities in this regard.

Later, Minister Behera visited Vishra Block 4 and visited the SSD High School and the playground there to see the turf field. Later, the minister visited PM High School in Nuagaon block and Kadbahal High School in Kuarmunda block. He also visited the community playground in Kutra block, Machhmara primary school in Bargaon block and spent some time with the young children attending the school. Minister Behera expressed his love for hockey among these small children in Sundergarh and said that if synthetic turf was built in all blocks of the district in the coming days, the children would reach the pinnacle of success in Sundargarh district with new experiences.

During his visit today, the Minister toured the Hockey Coaching Center in the Rajgangpur block and discussed the training, practice, various facilities available, and the necessary sports equipment. He added that synthetic turf to be built here in the coming days could help with international preparations. The Hon'ble Chief Minister said that this strong decision towards Sundargarh district would be a blessing for the whole of Odisha.

During the visit, Minister Behera, who was in the company of the children, held a hockey stick in his hand and filled the children with excitement. The visit was attended by District Sports Superintendent and Sukinda MLA Shri Pritiranjan Ghadai, Rourkela MLA Shri Sarada Prasad Nayak, District Sports Officers, Block Chairperson, Local Sarpanch and People’s Representatives.

Indian Institute of Law will be set up in Bhubaneswar in partnership with KIT and BCI

Bhubaneswar,The Bar Council of India is a statutory body created by the Parliament under the Advocates' Act, 1961 to discharge the functions of regulating and promoting Legal Education and Legal Profession in the country. The Bar Council of India through its Trust namely “B. C. I. Trust for Promotion of Education (Legal & Professional) and Reforms in Law and For Improvement of Research and Social Training”, has taken the initiative to establish the “Indian Institute of Law (IIL), a Model Institute of Law Teachers' Academy, Continuous Legal Education and Research. The academy would primarily be for the teachers of Law.

The IIL would work in collaboration with Kalinga Institute of Industrial Technology (KIIT), the famous Deemed University at Bhubaneswar in the State of Odisha. Till date, there is no Training Institute in Law to cater to the needs for skill development of the Law Teachers and the Advocates. In the Indian Institute of Law (IIL), the young teachers of Law Schools of India and Advocates would enhance their expertise and professional skill and acumen.

B.C.I. TRUST had earlier established the iconic institution for Legal Education namely, National Law School of India University (NLSIU) at Bangalore in the year 1986, which continues to be the model Law University of the country. This will be the first of its kind in the entire country. Such Institution was long contemplated by the Bar Council of India and its Trust. But the idea of B.C.I. could not be materialized earlier due to one or other reason.
The Bar Council of India and its Trust finally contacted Dr. Achyuta Samanta, Hon’ble Member of Parliament (Lok Sabha), a great visionary, Academician and Founder of KIIT & KISS, Deemed Universities and after visiting both the campuses of KIIT and KISS, members of the Bar Council of India decided and resolved to establish the Indian Institute of Law (IIL) at Bhubaneswar, Odisha in collaboration with and support of KIIT University. B.C.I. Trust has entered into an MoU with KIIT and accordingly KIIT has provided requisite land at the prime location of Bhubaneswar (Patia). 

This apart, the KIIT will also bear 40% of the cost of the infrastructure of the proposed campus of 1.5 lakh sq. feet area. There is no doubt that the establishment of IIL will have far reaching ramifications in the field of legal education by reinforcing the position of the State of Odisha and India in the map of global education. It would be a great achievement and pride for Odisha in particular and the Country in general.

Indian Institute of Law will administer and run various programmes for Continuing Legal Education, professional skill development programmes, refresher courses, and learning courses for Alternative Dispute resolution methods viz. Mediation and Conciliation. Under various centers of learning; it shall undertake research in all aspects of law, justice and social development. It shall publish case books, periodicals, digests, magazines, newspapers etc. (both in hard copy and soft copy through online and offline means) on various law subjects for Lawyers undergoing legal training and Legal education for the purpose of Continuous Legal Education. The Institute shall organize and conduct seminars, symposiums, Training programs for Advocates, Academicians and Judges.

It shall collaborate with National Law Schools, other good Universities, Professional Bodies, The Judiciary, Government Departments and NGOs from within and outside India, and with different Bar Associations, State Bar Councils and Institutions of Eminence in India and abroad or other organizations connected with legal work for advancement of its objects.
The IIL shall have the following units at the initial stage :
(i) Academic Staff College (ASC)
(ii) School of Continuing Education (SCE)
(iii) IIL Training Centre (IIL-TC)
(iv) Center for Legal Aid (CLA)
(v) Bridge courses for Foreign Degree-holders.

The IIL will constitute General Council, Executive Council and Academic Council and will have adequate representation from the Higher Judiciary, Government, Ministry of Education, UGC, Academicians, Senior Members of the Bar, the Chief Justice of Odisha etc. Bar Council of India shall be carrying out all the programmes of the Institute on its own for the initial 3 years. After that, some National Law Universities/other Institutions with good infrastructures will also be allowed to impart the courses on the pattern of IIL.

We have resolved to actively involve and take the aid, assistance and guidance of Hon’ble sitting and former Judges of the Supreme Court and High Courts, Renowned Jurists and reputed Senior Advocates, eminent leaders of the Bar and persons of eminence besides noted Law teachers of NLUs and other renowned and academicians. They will be the Full time Teachers, guides and/or Honorary guest teachers.

This apart, B.C.I. Trust shall also invite noted Law Deans, Judges and Members of Bar from countries across the world for the aforementioned programmes. All the above noted Legal giants shall share their pearls of wisdom and experience which will not only benefit the law teachers and law practitioners, but also provide them with a wonderful opportunity and platform to interact and learn from legal luminaries from India and abroad.

We believe this Indian Institute of Law shall be a landmark in the history of legal education and legal profession which will greatly aid in the dispensation of law and justice. We are grateful to Dr. Achyuta Samanta ji, the distinguished educationist, philanthropist and founder of KIIT and KISS Deemed to be Universities, who has accepted our proposal and has provided through his Trust such a valuable piece of land at Bhubaneswar for the establishment of this Novel Institution. Indeed, the coming generations of Lawyers would be indebted to Dr. Samanta.

Yes, Dr. Samanta is really a messiah for the poor tribals and education seekers. We all know, Dr. Samanta, the founder of two world class Universities, Medical, Engineering, Management, Nursing, Law, Arts and several other big Institutes provides free boarding, lodging and fooding to about 35000 tribal students everyday apart from providing them free education, right from Class I till Post Graduation. We have not seen or heard of such a great man ever in the world, who does such enormous charity so unassumingly.

He is a man who remained unmarried and does not possess a single piece of land or property in his name. Whatever he has, is for the society and for the poor, destitute, deprived and helpless people and with the primary aim of educating them and providing them with skill training and making them self sufficient to stand on their own feet, he was able to establish two world class Universities under his leadership. This he could be able to achieve by dedication, devotion, vision, relentless perseverance and with the blessings of Lord Jagannath. 

It is due to this, that the Bar Council of India has unanimously decided to dedicate to him the establishment of Indian Institute of Law at Bhubaneswar, Odisha for bringing forth marvelous achievement and excellence in the field of Law-Teaching. May Lord Jagannath Ji bless him and the Legal Education and Profession.

Teachers should be sensitive to students: Minister of Mass Education

Bhubaneswar, Schools and Mass Education Minister Shri Sameer Ranjan Das inaugurated the Odisha Teachers Education Dash Board in the conference room of the State Directorate of Education, urging teachers to be sensitive to children. The Dashboard is essential for continuing education during the Kovid-16 epidemic, and it is a JRS-based interactive dashboard that enables organizations to track real-time tracking of organizations with IT and notification systems.

Minister Das lauded the special views of the Hon'ble Chief Minister in this regard and thanked them. Mr. Satyabrata Sahu, the department's chief administrative secretary, said the children were crustaceans. They can be made the way they are made. Field Office UNICEF State Chief Dr. Monica Nielsen said the ICT is a scientific, technical and engineering discipline information management technique used to integrate its practice and social, economic and cultural issues.

At the beginning, Mr. Gangadhar Sahu, Director, State Teachers' Education Institute, gave a welcome address and at the end, Mr. Shubhshree Nanda, Additional Secretary, Administration, thanked the participants. Among others, Drs. Nivedita Nayak, Assistant Director Dr. Departmental officials including Tapas Kumar Nayak, Finance Officer Shri Jayakrishna Patra, Assistant Director and Program Officer “My School” Shri Prashant Kumar Rath were present.

Chief Secretary set Time lines for each phase of activity

Bhubaneswar, After achieving No-1 position at national level in implementation of the industrial projects during last quarter of the year 2020, Government has put more twenty three investment projects on fast track with Chief Secretary Sri Suresh Chandra Mohapatra resolving ground level issues through a project wise review. 

The review was held on digital mode from Lokseba Bhawan last evening in which Principal Secretary Industry Sri Hemanat Kumar Sharma outlined the issues for discussion. Reviewing the progress of each project, Chief Secretary Sri Mohapatra set timelines for each phase of activity. 

The concerned departments were asked to “adhere to the timeline scrupulously”. Sri Mohapatra also directed the project investors and project proponents to mobilize more man and machine for early completion of the construction works. The advancement and bottlenecks of the projects in Keonjhar, Sundargarh, Mayurbhanj
and Jajpur districts were reviewed. The projects in Keonjhar district included Arcelormittal Nippon Steel India Pvt Limited, JSW Steel Ltd., Sree Metaliks Ltd., MSP Sponge Limited, Pro Minerals ( Now under ESSEL mining), Jindal Steel and Power Ltd., and establishment of IDCO industrial estate. 

Similarly, the projects in Sundargarh district included JSW Cement, Dalmia Cement (Bharat) Ltd. , Shree Hari Sponge Private Ltd., KAI International Private Ltd., Shiva Cement Ltd ( Plant Area), Scan Steel Ltd., Agrasen Sponge Ltd., Adhunik Metaliks, Suraj Product and industrial estate IDCO. The hotel project of Deo Residency, C J Darcel Logistic Pvt. Ltd., Saizar Logistics Ltd. and industrial estate of IDCO ongoing in Jajpur district; and, Anvil Cables, project for development of new industrial estate under implementation in Mayurbhanj district were also reviewed in the meeting.

The investors and project proponents placed their problems. Mainly the issues relating to advance possession of Government land, operation of truck unloading station at Dubuna, issue of NOC under forest rights Act, permission of enhanced stacking of iron ore, road connectivity, water supply, allotment of non-forest Government land, approach road, ore supply, power connectivity, issue of fore NOC, land acquisition for IDCO industrial estate, issue of consent to operate certificate, law and order matters arising out of the activities of mal intentioned people and, land acquisition were thoroughly discussed and resolved. Chief Secretary Sri Mohapatra set times for ground level implementation of the decisions taken in the meeting.

Additional Chief Secretary Forest & Environment Dr Mona Sharma, Principal Secretary Industry Sri Hemant Kumar Sharma, Principal Secretary Water Resources Smt Anu Garg, Principal Secretary Energy Sri Nikunja Bihari Dhal, Chairman and Managing Director IDCO Sri Sanjay Kumar Singh, MD IPICOL Sri Nitin Bhanudas Jawale, Secretary IT Sri Manoj Kumar Mishra along with senior officers of the concerned departments participated in the discussions. The Collectors along with senior officers of the concerned districts provided the real time information about status of the projects through video conferencing.

PCC Kisan Congress delegation met the Governor.If there is no immediate solution, there will be fighting on the streets

Bhubaneswar, Thousands of sacks of paddy are lying in mandis and threshing floors in the districts of western and southern Odisha as the state government beats the farmers to buy all the remaining paddy. Targets are not given as much as they need to be. The market is about to close. The farmer is sitting with his hands on his head. 5 to 6 kg of cotton is being cut per bag.
